Thermal paper rolls in the past is no longer true. While thermal tape used to be an uncommon alternative due to a short lifespan and high prices, it’s now the most viable choice. Recent developments have led to better technology, including advanced chemical films and more durable substrata.

A new method for enhancement of ninhydrin or 1,8-diazafluoren-9-one (DFO)-treated latent fingerprints on szxdpospaper thermal paper will be described. Most thermosensitive surfaces of thermal paper become dark when treated with DFO or ninhydrin petroleum ether (NPB) solution. This effect minimizes contrast between the developed fingerprints and the background. The new method described reduces this dark staining without removing the thermosensitive layer and parts of the developed fingerprints, as occurs with acetone washing. Through the new method, the developed fingerprints appear in sharp lines and high contrast. Extensive tests were performed, leading to an optimized working solution, which charges the paper with a minimum of chemicals, is cheap, and enables a large quantity of papers to be treated in a short time. The working solution contains commercially available, nonvolatile, nitrogenous organic compounds and can be used like the application of NPB solution by dipping.

This fact alone has limited the applications of thermal paper.

One such ongoing incident involves an investigation into a nuclear-program official’s possible involvement in a graft scandal.

The publicity department of the China National Nuclear Corporation (CNNC) declined to comment yesterday on its general manager, Kang Rixin, who authorities are probing for possible involvement in “grave violations of discipline,” according to a statement made Wednesday by the Discipline Inspection Commission of the Communist Party of China Central Committee.

Cheng Fu’en, director of the Academy of Marxism at the Chinese Academy of Social Sciences, said the frequent occurrence of corruption cases in large-scale State-owned enterprises is due to inefficient administrative and supervisory systems.

State-owned enterprises must be led by boards of directors or a similar bodies, which are supervised by boards of inspectors rather than individual people. At the same time, the companies’ chief financial officers should be directly designated by the State-run Assets Supervision and Administration Commission (SASAC), Cheng said, adding that the mechanism isn’t well established.

Cheng also noted that the National People’s Congress (NPC) doesn’t currently have a channel to supervise government management of State-owned assets.

Cheng suggested that a report on State-owned assets should be introduced during the annual session of the NPC for deliberation and discussion, and to strengthen the supervision of the State Council and the SASAC on their management of State-owned assets.

An official with the anti-corruption bureau of the Supreme People’s Procuratorate told the Legal Daily yesterday that the country is in great need of anti-corruption officials.

Procuratorates at the local level usually have only three to four officials fighting corruption, while such cases total about 30,000 per year, on average, the report said.

Ironically, Kang had been elected in 2002 as a member of the Discipline Inspection Commission, the nation’s top anti-corruption body, according to a copy of his resume posted online by People’s Daily.

Kang’s suspension from his post came weeks after a July 12 ruling by the Communist Party of China (CPC), which moved to regulate the truthfulness of State-owned enterprises’ leaders in an attempt to curb corruption.

According to the regulation, company leaders aren’t allowed to violate company principles and procedures to make major policies on production management, appointments and removals involving key positions or management of large sums of money.

“SOE executives possess power and money, making it easy to give rise to corruption,” Wang warned.

Last month, Chen Tonghai, the former head of Sinopec, was sentenced to death with a two-year reprieve for graft totaling nearly $30 million.

Despite a host of measures to address corruption at SOEs, including the establishment of criminal-investigation divisions at SOEs and financial institutions, Wang said, these measures may be effective for second-tier executives, but not for top-tier ones.

The US and the former Soviet Union have become superpowers

China’s great power status has been hotly debated in recent years. A comprehensive review of world development in the modern age shows that it is almost impossible to become a “superpower” unless a country has at least three of the four following elements: economic capability, military capability, international political influence and international cultural influence.

In the modern age, only the UK, the US and the former Soviet Union have become superpowers, each meeting at least three of the four qualifications. In contrast, Germany and Japan were only qualified economically and militarily, but not politically and culturally, and failed in their pursuit of becoming superpowers. The saddest case may be the Italians, who even lacked economic and military capabilities.

Unlike the former Soviet Union or the US, China does not seek to become a military superpower. Nevertheless, its development strategy unquestionably includes “military modernization.” In the last two decades, China’s defense budget has increased by double digits, which is not abnormal for any country during the modernization process.

What should be noticed is that China has not only increased its military budget, but also budgets for all other areas including agriculture, social welfare, public sanitation, irrigation works, infrastructure, and science and technology. Some of these have grown by 20 percent, 30 percent, 50 percent or even doubled or tripled.

Some people have criticized China for spending too much on the military and cutting the money spent on economic development. Critics feel that China has ulterior motives, but the fact is that the budget increase in defense spending is universal.

The Chinese government has very prudent goals and plans for its defense modernization as part of its all-round modernization blueprint. Already a great power in terms of territory, population, history, culture and international politics, China seeks to become an economic, not a military, superpower.

Though China already has great military capability in terms of size, it has no military ambitions and no plans to become a military superpower. Chinese leaders and the government have clarified that China will not participate in an arms race with the US or any other country, and has no ambition of becoming as powerful as the US in military affairs.

China has no plan to develop comprehensive long-distance military dispatch capability, even if it is going to have a few aircraft carriers. In both tactical power and strategic power, China adopts the lowest reliable level of domestic defense.

As for culture and soft power, China boasts one of the world’s oldest civilizations, but its rich historical culture lacks any ideological basis for promulgating itself overseas.

The Chinese culture is not based on religion, so its people do not have any missionary impulse, and have no motivation to disseminate its belief, value system, or culture to other parts of the world. Instead, it upholds the diversity and harmony of different cultures and civilizations.
